
India–GCC Trade Talks, 26 September 2026: India and the Gulf Cooperation Council (GCC) reviewed their economic and strategic cooperation at the India-GCC Troika Ministerial Meeting held in New York on the sidelines of the 81st United Nations General Assembly. The two sides welcomed the launch of negotiations for an India–GCC Free Trade Agreement (FTA).
What Happened in the India–GCC Meeting?
External Affairs Minister S. Jaishankar led the Indian delegation at the meeting. GCC representatives included Bahrain's Foreign Minister Abdullatif bin Rashid Al Zayani, GCC Secretary General Jasem Mohamed Albudaiwi and Saudi Minister of State for Foreign Affairs Adel Al-Jubeir. The meeting reviewed progress under the India-GCC Joint Action Plan 2024–2028 and discussed ways to deepen cooperation.
India–GCC Free Trade Agreement Talks
India and the GCC have formally moved ahead with FTA negotiations after finalising the Terms of Reference in February 2026. The Terms of Reference were signed on 5 February 2026 and provide the framework and scope for the negotiations.

According to the Embassy of India in Riyadh, India’s total trade with the six GCC countries was about US$178.63 billion in FY 2025–26. The GCC includes Bahrain, Kuwait, Oman, Qatar, Saudi Arabia and the United Arab Emirates.
What Areas Are Being Discussed?
The wider India-GCC cooperation agenda covers trade and investment, energy, food security, transport, health, technology, culture and education. The Joint Action Plan for 2024–2028 is intended to support cooperation across these sectors.
Why Is the India–GCC FTA Important?
An FTA generally aims to reduce trade barriers and create clearer rules for trade in goods and services. India and the GCC have extensive commercial links, including energy, engineering goods, food products, gems and jewellery, services and investment. The current negotiations are intended to further develop these economic links.
